I assert YES. It can be compiled. The other side is, there isn't any compiler ;) But it is possible. Why not? (If someone know about any reason PHP cannot be compiled, please let me know:)
If you are interested in compilation of PHP sctipts, you can try this simply compiler. It's realy simply, because I don't know anything about compiling algorithms;) PHP script which can be compiled by this can be found here.
